Reported by Andy on metalgear. The Source Control letters flash on and off. oxy status rewrote the subrepo's .oxy/workspaces/*/manifest on every run, and the watcher ignores only the top-level .oxy, so each refresh triggered another. oxy side fixed in oxygen #dfb23a3a8cfa (an unchanged manifest is left alone); the extension should ignore every .oxy directory.
