riscv64 check: init before the identity, and cache the target directory f5bd79d06f5c
The first native run built oxy in 40 minutes and then stopped in the
script: identity create needs a repository, so init comes first. The
target directory is now cached between passing runs (oxygenflow#70), so
later runs on narvi-1 build only what changed.
