Strata: object_store 0.13, so the release cross builds link f874dc8659c2

0.14 brought in aws-lc-rs, which needs a C toolchain to build, and
crc-fast, whose cdylib the macOS cross build cannot link (run #218).
0.13's cloud feature signs with ring, as the rest of oxy does. The
untested anonymous option for GCS emulators goes.
