History of Server::respond 12 changes

In crates/oxy-server/src/lib.rs, lines 280–383 on d3b270909c7868793963ef2e081f34998da051fda4f9b3abe1ffe30fdffe5e20. Every change that wrote or deleted one of these lines, or deleted a line from between them. Exact, because each line keeps its identity across edits; edits elsewhere in the file are not here. Also: oxy log -L 280,383:crates/oxy-server/src/lib.rs.

Old clients are not sent tags only a certificate authorizes (closes #131)
