Design proposal for Cylinder, Oxygen's artifact service: today's registries compared, the patterns behind their weaknesses, and a design on chunk trees, signed channels, provenance by construction, swarm delivery, point-of-use policy and reachability retention, with phases C0 to C5. Draft 0.2 adds the artifact object, deployment leases, the inverted vulnerability index, multi-party consensus, agent scopes and revset predicates.
