Found on the Windows VM (2026-10-26), the same on Linux: oxy identity create --name … --email … outside a repository fails with "no oxy repository found at or above …". A new user setting up oxy (or a new machine) wants their identity before any repository; the user-level identity lives in the oxy home, and only --local needs a repository. Fix: open the repository only for --local (or when one is there, to record it there too).
