For oxygenhub#329: a push to the bookmark of a proposal that has landed says only 'Pushed earth/x - updated', so the pusher never learns the changes will not reach the target. oxy push already shows an accepted reference's reason in place of 'updated'; oxy-server needs a way for a host to set it. Add Backend::push_notes(name, report, headers) -> Vec<(reference, note)>, called before after_push, each note added to that accepted reference's result.
