metalgear, 2026-10-02: oxy workspace add checks out no subrepos (rstar-api absent); oxy submodule update then only says 'missing (pass --init to clone)', and --init needs network and sign-in for a private subrepo. The new workspace should get each subrepo at its pin from the main workspace's own subrepo checkouts (a local clone), with no network.
