Closes issue #110, the second half of issue #103. Help for bookmark create and set and the guide explain that --only can leave a file partly edited, and give bookmark set NAME <its heads> CHANGE for adding one change to a bookmark's work. Gate green. Built as main's heads plus the change. oxygen has a trust policy: land with oxy proposal land URL from a client.
