tofu image: curl, jq, xz, sfdisk and debugfs for baking VM images e2189ffef8ff

oxygenhub-gcp's bake job builds the hub's VM image in Flow: it writes the
hub, the Cloud SQL Auth Proxy, cloudflared and their units into Debian's
generic cloud disk image with debugfs (no root needed), packs it as GCE
expects, and publishes it through Google's APIs with curl, reading the
answers with jq. Imported as ce9000ca on earth-1, plex-1 and mars-1.
