Every change that wrote or deleted one of these lines, or deleted a line from between them. Exact, because each line keeps its identity across edits; edits elsewhere in the file are not here. The runner runs up to max_jobs jobs at once within a memory and vCPU budget, asking the hub only for jobs that fit (a lone job may use the whole budget); preparing workspaces stays one at a time
