History of layout 1 change

In crates/flow-checks/src/main.rs, lines 59–70 on 48ed8a1db369b9e66b3e2175a6a56d04df3d57e2629d1972e1d36c7e1d6b8d82. Every change that wrote or deleted one of these lines, or deleted a line from between them. Exact, because each line keeps its identity across edits; edits elsewhere in the file are not here. Also: oxy log -L 59,70:crates/flow-checks/src/main.rs.

The cheap checks run as WASM: layout, todos, size and summary are one WASI module (crates/flow-checks, .flow/checks.wasm), so any runner with the WASM tier takes them; the fmt job checks the module is what its source builds; the build image gains wasm32-wasip1 (re-pinned e52c41a1) (closes #96)
