History of layout 1 change

In crates/flow-checks/src/main.rs, lines 68–79 on main. Every change that wrote or deleted one of these lines, or deleted a line from between them. Exact, because each line keeps its identity across edits; edits elsewhere in the file are not here. Also: oxy log -L 68,79:crates/flow-checks/src/main.rs.

The cheap checks run as WASM: layout, todos, size and summary are one WASI module (crates/flow-checks, .flow/checks.wasm), so any runner with the WASM tier takes them; the fmt job checks the module is what its source builds; the build image gains wasm32-wasip1 (re-pinned e52c41a1) (closes #96)
