H12a, runner side (oxygenhub#41). flow runner register HUB --token … exchanges a one-time registration token for the runner's own credential, binds its signing identity, and writes runner.toml (owner-only), which stands in for flow.toml's [runner]. Claims carry the runner's description (architecture, OS, version, labels, capacity).
