Built and tested in earlier loops: the on block at pipeline and job level (push globs, tag globs, manual, five-field schedule lines; flow-core pipeline.rs), tag pushes starting runs on the tagged state, manual-only jobs from Run pipeline, and the hub's per-minute scheduler. Tests: oxygenhub on_decides_which_events_start_a_job and scheduled_jobs_run_when_due. Closing.

Pipelines run on every push, and a job can only be limited by scope (oxygenhub#88); releases had to hang off a Cargo.toml change. Add an
onblock at pipeline and job level, after GitHub's on: and GitLab's rules::push "main" "feature/*",tag "v*",manual,schedule "0 3 * * *". A tag push starts a run on the tagged state; manual-only jobs run from Run pipeline; scheduled runs start on the hub's clock.
