Rust and Node jobs need an image with the toolchains and, since jobs have no network, the crates they depend on. Running oxygen's gate in it also exposed that flow-init looked programs up in its own (empty) PATH rather than the job's, and that tests serving on 127.0.0.1 need a loopback interface (network "loopback" in the spec).
