Built in oxygenhub ae0d9519: a failed run tells its pusher and the repository's watchers (inbox and email), and a runner whose last [flow] drain_after_errors jobs (5) ended in infrastructure errors is drained and the administrators told; making it active again restarts the count. Test: failed_runs_are_told_and_an_erroring_runner_is_drained. Closing.

earth-1 failed every job on the rust image for three hours (a bad cached page) and nobody was told. Notify the pusher and the repository's watchers of a failed or errored run (OxygenHub notifications and email), and drain a runner after N consecutive infrastructure errors (status error, not failed), telling the admins.
