From ~/oxygen_feedback.md (metalgear, 2026-10-05): the runner reads artifacts only after a job passes, so a failing suite loses its JUnit report (oxygenhub#114) when it matters most. Wanted: artifact "junit" { path "…"; when "always" }, kept from a failed job too and marked as such, with no receipt naming it as an attested output.
