Andy's decision, 2026-10-11: take the runner fleet out of OxygenHub as a reusable service, Jetstream (crate and CLI jet), which OxygenHub embeds by default and can point at when it runs on its own. Jetstream owns the queue, runners and their measured facts, placement and its explanations, pools (hosts, Kubernetes, GCP/AWS/Azure) and images; the forge owns pipelines, runs, checks, receipts, artifacts and reports. Sources are pluggable: an Oxygen repository is mounted lazily, a Git repository checked out. Design: docs/jetstream.md, and the wiki. Builds on issue #36 (spec §11).
