A job only gets its own repository's tree, so a project that builds against another repository cannot run. Put the Oxygen subrepos its state pins (spec §7.8) into the workspace: the hub lists them in the claim when the pusher can read them and lets the job token read them, and the runner fetches and exports them at their paths.
