images/tofu: debian-slim with ca-certificates, OpenTofu 1.13 (checksum-verified), a provider filesystem mirror for hashicorp/google 8.x and cloudflare/cloudflare 5.x so plans need only the cloud's API through egress, and a CLI config pointing at the mirror; built, imported and pinned like images/rust. For andymccall/oxygenhub-gcp's pipeline.
