Spec §4.1 names a WASM tier; it does not exist yet (runtime "wasm" is refused, "not in M0 yet"). Build it: wasmtime with WASI preview 1 (preview 2 components later), a virtual file system holding the job's scope and inputs, outputs collected as for the other tiers, no network, memory and fuel limits from the sandbox, the receipt's environment naming the runtime and its version. Any Linux runner offers it (tiers gains wasm), and it is the tier phones (oxygenhub-android#8) and browsers run. Design: docs/handover.md §5.
