flow-init sets a fixed PATH, so a Dockerfile's ENV PATH=/opt/llvm-mos/bin:… is lost (docker export drops the image config). Every project ends up writing an env.sh to source in each job (metalgear feedback item 16).
Add an env block on sandboxes, declared once for every job in them. Have flow rootfs import --env NAME=value keep an image's own environment. flow-init should resolve the program with the resulting PATH.
