Make the cheap check jobs WASM, so the phone, plex, windows-1 and later browser runners can take them.

The jobs: OxygenFlow's layout, todos, size and summary run as shell scripts in an Alpine microVM. Each could be a small Rust program built for wasm32-wasip1 that reads /src and writes the same output. The same goes for other repositories' light checks, such as changelog-check.

What it buys:

  • They stop needing KVM, an image or a microVM boot.
  • Any runner offering the WASM tier can take them: the Pixel phone runner, plex-1, windows-1, and the browser runners of issue #80.

What it doesn't: this won't dent the queue. These jobs are already cheap; the queue is Rust compiles in Linux images. The point is putting the WASM tier and those runners to real use, not throughput.

Why the phone stays WASM-only: since Android 10 an app can't run a binary it downloaded (W^X): only binaries shipped inside the APK may run. A native or host tier on the phone would mean proot, which is slow and no security boundary, or an old target SDK, which isn't a basis for a runner.
