Landing a proposal in the app and going back to the Dashboard still shows it as open, with the open icon, so it looks as if it hasn't landed.

Cause: DashboardViewModel fetches once, when it is made, and outlives navigation, so the Dashboard shows the snapshot from before the proposal landed until a pull-to-refresh.

Fix: refresh the Dashboard (and the inbox counts) each time it comes back to the front, keeping what shows meanwhile.
