OXYGENHUB

CI builds without debug info or incremental state 045f967db8f2

The rust sandbox's env (new in OxygenFlow) turns off incremental builds
and debug info for every job: CI's builds are thrown away, so there is no
use for either. The release profile keeps line tables for the binary
Earth runs, which is built outside CI.
