A filter row's controls: spaced, aligned and wrapping 4866be1c9040
The runners page's queue filters had no styles, so the selects and the button touched and sat at different heights. form.filters is now a wrapping row with even gaps, the button as tall as the selects, and an .end slot at the far end for a Charts link (#257). Refs #257
