Keep a proposal's conversation and sidebar together on wide screens 9198231cee96

The proposal page is full width for its diffs, so on the conversation tab
the text column and the sidebar drifted apart, with the description and
comment form at their own narrow widths. The conversation is now at most
1240px wide and its description, comments and forms fill their column.
