OXYGENHUB

dist: release the hub server for Linux x86_64 on PostgreSQL e15409084ed6

scripts/dist.sh also builds oxygenhub-server-VERSION-linux-x86_64.tar.gz:
the hub built with --features postgres for glibc 2.28, with LICENSE,
docs/postgres.md and docs/deploy.md, in SHA256SUMS beside oh's files. The
Flow dist job keeps it as an artifact named by its receipt, so the GCP image
job (oxygenhub-gcp phase 6, a baked image per decision 0005) installs a
server Flow built. Earth and small hubs still build their own SQLite one.
