CI on the Rust image with cargo-nextest (refs #307) e8534c304744

The hub's pipeline pinned rootfs 57aa0b34, from before cargo-nextest was
added, so test and coverage failed with 'no such command: nextest' (run
#461). 836461b6 is the image OxygenFlow's CI already runs on: the same
toolchain and the three workspaces' dependencies, plus nextest.
