Pin oxygenflow 72f171d0 (oxygen 24f95a3e): ranges of large packs cached fb8aafc64f9c

A negotiate on a repository kept in GCS made ~270 requests (7-8 s): two per
object read from a large pack, none kept across requests. They are now kept
on disk, so a repeated negotiate should ask the bucket little.
