A project board belongs to the account or organisation it was made under, and nothing can move it: Andy made Metal Gear X16, Vampire Killer X16 and R* API under his account instead of doomsdayone and cannot re-assign them.
Wanted: a Transfer in the board's settings (and the API, and oh project), to an owner the user may make projects under (themselves, or an organisation they may edit boards of). The board takes the next number there; its cards, columns and privacy come with it; the old address redirects to the new one, as a transferred repository's does; audited.
