Organisations can have webhooks in the database, but there is no page to manage them. Add a Webhooks section to organisation settings (create, activate or deactivate, delete, see deliveries and redeliver, as repositories have), and an admin Storage page listing every repository's size on disk and object count with a button to run maintenance (oxy gc: pack loose objects and prune unreachable ones), with the result shown and audited.
