Found 2026-10-11: landing proposal proposal #131 moved main, and proposal #132 and proposal #133, both green and landable a minute before, became blocked ('required checks not passed on the projected state') because their checks were for states without proposal #131's change. The only way forward was to rebuild each source bookmark on the new main and push it so Flow ran again. Ask: when a proposal's target moves, start a run on each open proposal's new projected state (or offer an 'Update' button that does the rebase-and-run), and say on the proposal that its checks are for an older target rather than just 'not passed'.
