A proposal landed from a client (oxy proposal land, which a trust policy requires) or merged by hand stays open with 'the proposal adds no changes' (seen on oxygen issue #104, issue #105, issue #106, issue #70). When a push moves a proposal's target and every change it proposes is now there, the hub should mark it landed via push, recording the pusher; viewing such a proposal should settle it too.
