The hub side of image swarming (oxygenflow swarm issue, docs/jetstream.md §8.1): runners report a swarm address and site with each claim; POST /flow/swarm/announce returns the peers holding or fetching an image in the same site, and a ticket signed with the hub key that peers accept from each other for a short time. Admin › Runners shows the swarm address.
