Metal Gear 2 (finding issue #28) closes issues by hand after Andy lands its proposals. Issues were closed only from changes a push imported to the default bookmark; landing on the hub is not a push, and a client's oxy proposal land pushes main to changes the hub already holds (imported earlier with the proposal's bookmark), so neither closed anything. Fix: close from every change newly on the default bookmark (its new state minus its old), on a push and on a hub landing, and from a landed proposal's description.
