The hub side of oxygenflow#53 (Andy chose "detect and learn", 2026-10-13). Today an image with no recorded architecture matches every runner.

• On push: when a manifest names no architecture, read it from the image's own files (jet::rootfs over the kept chunks) and record it.
• Backfill: read every kept image with no architecture once.
• Learn: an image still unknown is offered only to the architecture its jobs have passed on before; the first pass teaches it.
• Tests: push without an architecture, placement for a riscv64 runner.
