Landing a proposal moves the target bookmark (and records a push, settles proposals, updates Diffusion) but never calls flow::on_push, as a push, a web edit and a Diffusion bump do. A repository whose consumers follow it with follow = "green" then holds them back for good: the landed state never runs, so it never goes green. Reported from the R* API agent, seen twice (Bomberman '94 is two behind). Fix: start the push run on the target after a landing, every path (web, API, Diffusion auto-land).
