A new user can register a runner (repository Settings > Runners, or organisation settings) but it never gets work: Flow runs only where a site administrator switches it on or [flow] repos in hub.toml allows it (oxygenhub.io: andymccall/* and doomsdayone/metalgear), because 'runs use the site's runners'. Bring-your-own runners change that. A repository's admins may switch Flow on when the repository or its organisation has a runner of its own; its jobs then go only to those runners (scope-restricted placement), never to the site's runners, unless a site administrator also allows the site's runners for it. The settings page says which runners will take its jobs; site administrators keep the switch for site runners.
