A run starts only when a push moves a bookmark. After Flow was enabled for metalgear there was no way to run develop without pushing the same state under a new bookmark, which left a stray bookmark behind (feedback item 9). The same need comes up when the runner or an image changes and the code does not.
Add "Run pipeline" on a bookmark and "Re-run" on a finished run, in the web and the API.
