GET /api/v1/user shows "keys": [] for an account whose signed changes the hub verifies, and changes show "account": null. Nothing says the key is not linked or where to link it (metalgear feedback item 14).
Say "key not linked" on the change page and in the API, and point at Settings → Keys.
