Andy's decision (2026-10-20): repository Settings is one long page (~330 template lines, 13 anchor links, OxygenFlow alone now has priority, newest-run-wins, approval gates, Diffusion, backup and runners). Replace it with one sidebar of group headings and a page per item, one navigation level under the repository tabs:
General: General, Collaborators
Code: Landing rules, Required checks, Push protection (incl. Found in history, Allowed)
Integrations: Webhooks, AI assistants, Git mirror, Diffusion
Data: Storage, Backup
Danger zone: Advanced
Each page at /{owner}/{name}/settings/{page}; /settings opens General; items hidden by role as today (admin-only ones); every existing form still posts to its route and returns to its own page with its notice; old /settings#anchor links still land on the right page; works on a phone (sidebar collapses to a select or a list above the content); tests for every page, roles, and redirects.
