From the New drop page's notice ("download the hub key …, then link the new identity under Settings › Keys") it reads as if the hub's key file is what to upload. Settings › Keys then asks to prove you hold the hub's key, which nobody can, and the signature "does not verify".

• Refuse uploading the hub's own key, saying what to upload instead.
• Reword the notice: export your own identity again after oxy identity delegate add and upload that.
• When a challenge signature is by another key than the uploaded identity, say which two keys (e.g. author.signer set in that checkout).
• The New drop form runs the page's width (it stopped at 720px), and CREATE DROP and CANCEL are the same height in one row.
