Andy (2026-10-24): an issue referenced by many changes or proposals lists them in a line that trails off the page, e.g. https://oxygenhub.io/doomsdayone/supermarioland2/issue/317/state. Group them, e.g. a box per day ("referenced by 12 changes on 21 Oct"), wrapping and collapsible, with the newest open.
