Feedback from an agent (2026-10-25): its proposal was finished and its test passing, but it could not take it out of draft. oh has no ready command and oh proposal edit no flag for it; PATCH …/proposals/{n} refuses {"state":"open"} ("a proposal that is draft cannot become open"), and {"draft": false} answers 200 and changes nothing (the field is not part of the edit, so it is ignored). The page's Ready for review and Convert to draft work.

Fix: the API's edit takes the page's transitions: state: "open" makes a draft ready, state: "draft" turns an open one back, and draft: false|true says the same as at creation; oh proposal ready N (and --undo).
