Found in the phone hand-back demo (2026-10-25, phone-runner-demo run issue #56): the handed-back WASM job waited saying "plex-1 does not hold image (nor does the hub: send it with flow rootfs push)" for every runner. A WASM job has no rootfs; the claim already lets such a job through (db::flow, rootfs.is_empty()), but runner_lacks, which explains the wait, checked the empty image against each runner's images. Fix: no image, no image check.
