run_due calls start_run_at for each repository every minute; when its pipeline does not parse, start_run_at records an error run whatever the trigger, so a repository with a broken (or jobless) pipeline gets a failed 'schedule' run each minute: oxygenhub-android has about 1,500. A scheduled tick cannot know whether a pipeline it cannot read has a schedule, so it should start nothing; the push (or manual) run already reports the problem.
