From ~/oxygen_feedback.md (metalgear, 2026-10-25): rstar-api issue #232 opened with oh proposal create --draft could not be made ready: no oh proposal ready, PATCH {"state":"open"} is 409, {"draft":false} and {"ready":true} answer 200 and change nothing, POST …/ready is 404. Wanted: oh proposal ready N (and --draft back), PATCH taking {"draft": false/true}, and a 400 for a field PATCH does not take.
