Move the hub to oxygenhub.io issue #60

The hub is public at https://oxygenhub.io (Cloudflare tunnel, publicly trusted certificate). base_url is now https://oxygenhub.io; the checkouts' earth remotes point there without the self-signed CA. Update the repository URL in Cargo.toml and the docs (oh.md, deploy.md, spec.md). The Flow runner on Earth keeps talking to the hub on its local address.
